Horizon Recruitment is recruiting for a Procurement & Contracts Specialist - Construction to join a large Vancouver based organization supporting a significant portfolio of infrastructure and capital projects. This role is part of a dedicated procurement team that partners with project managers, engineers, contractors, and internal stakeholders to deliver effective sourcing strategies for construction and capital work. The Procurement & Contracts Specialist will lead complex competitive procurement processes, provide commercial and contracting guidance, and help ensure projects are sourced fairly, efficiently, and in line with public-sector requirements. This is an excellent opportunity for an experienced procurement professional who understands construction and infrastructure procurement and is comfortable taking ownership of complex sourcing activities while providing guidance to junior Buyers.
Responsibilities
- Lead strategic sourcing and competitive procurement activities for construction, infrastructure, and capital projects.
- Develop procurement strategies in partnership with project managers, engineers, and other internal stakeholders.
- Prepare and manage complex tenders, RFPs, specifications, bid documents, and contracts.
- Review procurement strategies, bid documentation, and award recommendations prepared by junior Buyers.
- Evaluate contractor and supplier submissions based on pricing, quality, commercial terms, capabilities, risk, and overall value.
- Lead supplier negotiations covering pricing, contract terms, delivery requirements, and other commercial considerations.
- Review construction procurement requirements related to insurance, bonding, indemnification, and other contractual protections.
- Draft and revise contract language and ensure procurement documents reflect current legislation, policies, and contracting requirements.
- Administer and monitor awarded contracts and support stakeholders with commercial or supplier issues.
- Advise project teams on procurement strategy, contracting approaches, policies, and competitive bidding requirements.
- Work closely with engineers, architects, project managers, contractors, suppliers, and legal advisors throughout the procurement process.
- Conduct market and life-cycle cost analysis and provide recommendations that support sound purchasing decisions.
- Mentor junior Buyers and provide guidance on procurement policies, procedures, and sourcing practices.
- Identify opportunities to improve procurement processes, efficiency, and consistency across the organization.
Requirements
- Significant procurement experience with a strong focus on construction, infrastructure, or capital projects.
- Demonstrated experience leading competitive procurement processes, including tenders and RFPs.
- Strong understanding of construction contracting, bid evaluation, supplier negotiations, and contract administration.
- Experience developing procurement strategies for complex projects and working closely with project teams.
- Knowledge of contract law, commercial terms, insurance, bonding, and indemnification requirements.
- Sound understanding of policies, regulations, and competitive procurement requirements within a public-sector environment.
- Experience preparing specifications, procurement documents, contracts, reports, and award recommendations.
- Strong communication and relationship-building skills with the ability to work effectively with technical and non-technical stakeholders.
- Ability to review the work of junior procurement professionals and provide coaching and direction.
- Supply chain management education or progress toward a recognized professional supply chain designation is preferred.
- Valid British Columbia Driver's Licence.
Remuneration
- $100,000-$110,000 base salary + great benefits package
