Manager, Operational Risk Management

Horizon Recruitment is recruiting for a Manager, Operational Risk Management to help strengthen and evolve a growing financial institution’s risk framework. This role exists to advance operational resilience, ensure alignment with regulatory expectations, and build a proactive risk culture across the business. As part of the second line of defense, you will provide independent oversight and challenge while helping teams identify, assess, and manage risk more effectively.

Responsibilities

• Lead the development and ongoing improvement of the operational risk management framework, including policies, standards, and tools
• Support the rollout of a multi-year roadmap to strengthen operational resilience across the organization
• Partner with business units to identify critical operations and assess key risks and vulnerabilities
• Evaluate the effectiveness of controls and recommend improvements to mitigate operational risk exposure
• Design and facilitate scenario testing exercises to assess resilience and minimize potential losses
• Contribute to service mapping and dependency analysis across people, processes, technology, and third parties
• Monitor and report on operational risk incidents, trends, and emerging issues to senior leadership
• Ensure alignment with regulatory requirements such as OSFI guidelines and evolving industry standards
• Collaborate across risk functions including business continuity, third party risk, cyber and IT risk, and fraud risk
• Develop and deliver training and testing programs to strengthen risk awareness and preparedness
• Research and apply leading practices in operational risk and resilience, including the use of AI-enabled tools
• Build strong cross-functional relationships to support risk identification and escalation
• Provide effective challenge and oversight to first line teams on their risk management practices

Requirements

• University degree in business, risk management, compliance, or a related field
• 3+ years of operational risk management experience and additional experience in related risk areas
• Background in financial services or fintech environments
• Experience working in a second line risk function
• Strong understanding of operational risk frameworks, including risk assessments, loss reporting, and scenario testing
• Knowledge of regulatory frameworks such as OSFI and familiarity with global standards (Basel, DORA, ISO, NIST)
• Experience with service mapping, impact tolerance, and dependency analysis
• Strong project management and organizational skills with the ability to manage competing priorities
• Ability to analyze complex information and communicate insights clearly
• Proficiency with Google Workspace tools or similar platforms
• Self-starter with the ability to work independently and collaboratively

Remuneration

Base salary range: $105,000 - $120,000 plus bonus and comprehensive benefits package.
