Horizon Recruitment is recruiting for an experienced Project Manager to lead the planning and execution of major energy infrastructure projects that support long-term growth and market access initiatives. This role is responsible for guiding projects through development, execution, commissioning, and handover while ensuring alignment with business objectives, regulatory requirements, and safety standards. Working across multiple stakeholder groups, the Project Manager will provide leadership, governance, and accountability to deliver complex projects safely, on schedule, and within budget.


Responsibilities

  • Lead the delivery of large-scale energy infrastructure projects from front-end development through execution, commissioning, and close-out.
  • Serve as the primary point of accountability for project scope, schedule, budget, quality, and safety performance.
  • Build and coordinate multidisciplinary teams across engineering, procurement, construction, commissioning, and operations.
  • Drive project governance and ensure alignment with established project delivery frameworks and approval processes.
  • Promote a strong safety culture and ensure contractors and project teams maintain high safety standards throughout all phases of work.
  • Oversee engineering development and execution planning to ensure projects are technically sound, constructible, and operationally effective.
  • Manage procurement strategies, contract administration, contractor performance, and commercial outcomes.
  • Identify, assess, and mitigate project risks while proactively managing scope changes and project interfaces.
  • Provide regular project reporting, recommendations, and updates to senior leadership and key stakeholders.
  • Collaborate with regulatory bodies, Indigenous communities, landowners, operations teams, and internal business groups to support successful project outcomes.
  • Ensure projects meet applicable regulatory, environmental, and operational requirements.
  • Support the transition of completed assets into operations through effective commissioning and handover processes.

Requirements

  • Registered Professional Engineer (P.Eng.) in Alberta and/or British Columbia with a relevant scope of practice.
  • Minimum 10 years of project management experience delivering large-scale oil and gas infrastructure projects.
  • Experience leading projects through concept development, feasibility studies, FEED, execution, commissioning, and operational handover.
  • Demonstrated success delivering projects on schedule and within approved budgets.
  • Strong experience leading multidisciplinary teams and managing complex stakeholder relationships.
  • Knowledge of regulatory, safety, and performance requirements applicable to energy infrastructure projects in Alberta and British Columbia.
  • Experience managing contracts, procurement activities, and contractor performance.
  • Proficiency with project controls, scheduling tools such as Primavera or equivalent, and Microsoft Office applications.
  • Strong communication, leadership, organizational, and problem-solving skills.
  • Valid driver's license and willingness to travel to project sites as required.
  • Preferred Qualifications:
  • Experience within midstream energy infrastructure projects.
  • Background supporting coastal export, terminal, or energy transportation projects.
  • Experience working within gated project delivery frameworks.
