Senior HRBP

Location:

Vancouver, British Columbia

Reference Number:

JUST HR is recruiting a Senior HR Business Partner to support a growing industrial operation.

This HRBP role owns the people side of crewing a multinational, rotational marine workforce. It means getting the right person, with the right certification and the right work authorization, onto the right vessel, on time. The role requires working knowledge of the Labour Market Impact Assessment (LMIA) process as it applies to marine vessels, the STCW international safety-training framework, and Canada's reciprocal certificate-recognition arrangements with select flag states. Backgrounds from adjacent regulated, mobile-workforce sectors such as cruise, offshore oil & gas, mining, forestry, aviation crewing, remote camps, or commercial fishing are equally welcome.

Key Responsibilities:

  • Immigration & LMIA: Manage the end-to-end LMIA process for foreign national crew, including the marine-specific Coasting Trade Licence step required before a foreign worker can be placed on a vessel; track work permit, visa, and LMIA expiries across a multinational crew base.
  • STCW Compliance: Maintain certification records for all crew. STCW basic safety training, marine medical fitness, and vessel-specific familiarization and run a proactive renewal calendar so no one is deployed with lapsed credentials.
  • Reciprocal Agreements: Apply Canada's reciprocal STCW arrangements (e.g., Belgium, Norway, UK, Philippines) to fast-track eligible foreign certificates, while flagging that crew from non-reciprocal countries need a longer Canadian certification pathway.
  • Regulatory Adherence: Ensure crewing and employment practices align with the Canada Shipping Act, 2001, and the Maritime Labour Convention (MLC 2006); own audit readiness for flag state and Transport Canada inspections.
  • Act as the primary HR resource for crew and operational leaders, building relationships with employees, supervisors, and management.
  • Guide employee relations matters, including performance management and conflict resolution, across a mobile, multinational workforce.
  • Support workforce planning and staffing coordination in partnership with recruitment and operations.
  • Manage hiring documentation and onboarding consistency across projects.
  • Ensure consistent application of HR policy; monitor workforce engagement independently while reporting to senior leadership.

What You Bring:

  • 5+ years of progressive HR/HRBP experience in marine, maritime crewing, shipping, or an adjacent regulated, mobile-workforce industry (e.g., cruise, offshore oil & gas, mining, forestry, aviation crewing, remote camps/hospitality, or commercial fishing).
  • Proven employee relations, recruitment, and workforce planning experience.
  • Hands-on experience with LMIA applications; marine, coasting trade, or other sector-specific LMIA experience (offshore, mining, forestry, aviation, camps) is a strong asset.
  • Working knowledge of STCW certification requirements and Canada's reciprocal recognition framework, or equivalent certification-tracking regimes (e.g., mine/forestry safety tickets, aviation licensing, oil & gas safety tickets).
  • Comfortable in direct, operational workplace environments; strong communication and relationship-building skills.
  • Strong judgment and ability to operate independently in a compliance-heavy environment.
  • CPHR designation is an asset. Must be eligible to work in Canada.

Remuneration

  • Salary range: $100,000 - $130,000
  • Permanent, full-time opportunity
  • Competitive benefits package

**Only candidates eligible to work in Canada will be considered**
